Biodiversity finance initiative - BIOFIN

Project objective

Phase 1: Providing support to government to identify current and future biodiversity finance at national level and address the deficit of resources

Phase 2: Introduction of finance solutions for sustainable management and biodiversity conservation into national policies

Results Phase I:

  • A political, institutional and financial review of trends in biodiversity financing in Kazakhstan has been prepared;
  • The biodiversity funding gap identified;
  • A financial plan consisting of 8 new Finance solutions was developed – (1) strengthening PA management planning for improved financing, (2) introduction of biodiversity offsets as a formal instrument in Kazakhstan, (3) promotion of organic farming, (4) improved financing of Kazakhstan’s hunting concessions, (5) subsidizing game breeding to save animal species and develop hunting concessions, (6) tax incentives for ecotourism development, (7) attracting carbon offsets from the international market, multinational enterprises operating in the country, and (8) establishing an internal Emission Trading System (ETS) to integrate the mechanisms into the national legal framework.
  • “Forest ecosystem services” are included in the Forest Code, voluntary contributions (payments) for forest ecosystem services are defined as a source of financing for forest management expenditures in the state forest fund, contributions for committed and / or unavoidable damage to the objects of the state natural reserve fund are enshrined in the Law on PAs as a source of funding and the PA management plans are enshrined as the basis of budget funding.
  • Methodological documents on the development and implementation of forest carbon projects for the introduction of an offsetting mechanism for greenhouse gas emissions by forest ecosystems; on the development of PA management plans, on the economic valuation of ecosystem services have been prepared and submitted to authorized state bodies.

Expected results of Phase II:

By 2022, the 6 finance solutions will be formalised in the national legislation
