Mr. Chairman,

Distinguished guests,

Ladies and gentlemen,

          I’d like to first thank the Ministry of Energy for hosting this forum today, it is a great opportunity for us to share thoughts and discuss the pressing issues on green policies, technologies and finance for meeting the Paris Agreement and Sustainable Development Goals.

Together, the Paris Agreement on climate change, the 2030 Agenda for Sustainable Development and the SDGs create a pathway for the world to transition towards zero-carbon and climate-resilient development.

Along with more than 190 countries that have embraced the Paris Agreement, Kazakhstan is now taking steps to turn the aspirations into action to limit the global warming to “well below 2 degrees”. Progresses are being made towards low-carbon and climate-resilient development. Over the past decade the Government of Kazakhstan developed a solid legislative basis for ensuring sustainability and greening the economy, ranging from the 2009 Law on the Support to the Renewable Energy Use, to the 2016 package of legal amendments on Green Economy. Today, 71 out of 126 SDG targets are already prioritized in the existing national policies of Kazakhstan, and more convergence is being established.

Regional and international cooperation is one of the main drivers for developing effective policies, building capacity and transferring technologies. Therefore, it was a commendable foresight that Kazakhstan initiated already in 2010 the multilateral, cross-sectoral and voluntary Green Bridge Partnership Programme.  Today, we are delighted to take part in its Fifth International Forum. We believe that this platform has allowed us to build a long-term basis for green investment and transfer of knowledge and advanced technologies.

In this context, the UN System has actively supported Kazakhstan’s efforts in promoting green economy and sustainable development by mobilizing UN’s network of global expertise, policy support, technology and by working with partners both at the national level and with communities at the local level.

For example, UNDP has supported the work of the Ministry of Energy in building the necessary legal framework and attracting international finances such as the Green Climate Fund. UNDP offered instrumental support in preparing the country’s Green Economy Concept and in supporting the ongoing transition to the green economy. I hope you will have the chance to visit the EXPO’s International Organizations Plaza and test the interactive Solar Atlas, which allows the user to instantaneously estimate the solar energy generation potentials in all parts of Kazakhstan. We are also active on the ground.  If you have more time, I also encourage you to visit the first carbon-neutral village in Kazakhstan supported by UNDP and other partners – The village is half-an-hour away from Astana, and it is called Arnasay. There you can see 35 green technologies being showcased.

Ladies and Gentlemen,

Today’s event takes place in an era of major push to advance the global development agenda. I congratulate the Government of Kazakhstan with the successful launch of EXPO-2017 around the theme of “Future Energy”. We have recently witnessed a major international event taking place in the context of the EXPO: the Energy Ministerial Conference and the 8th Forum on Sustainable Energy that brought together 2,500 delegates from 93 countries around the world.  As we witnessed the adoption of the Ministerial Statement among the delegates, the five UN agencies – UNECE, ESCAP, UNDP, UNEP and UNIDO – joined forces and issued a joint statement in expression of our support in relation to the International Green Technology Centre that Kazakhstan wishes to establish here in Astana.

We believe that the Green Bridge Partnership Programme has laid foundations for these and many other innovative green initiatives to take hold, by gathering governments, businesses, civil societies and international organizations.  The UN system remains committed to supporting the visions and efforts that promote sustainable development here in Kazakhstan and beyond.
