Strengthening National Capacity for Risk Assessment, Prevention, and Response to Natural Disasters

Introduction

The project “Strengthening National Capacity for Risk Assessment, Prevention, and Response to Natural Disasters” aims to support and develop approaches to disaster preparedness at the local and national level and will assist the government of the Republic of Kazakhstan to strengthen capacity of government agencies, as well as develop practical methods of involving the public in the emergency warning and response system.  

The goal of this project is to enhance the capacities of national and local government bodies for preparedness and response to natural disasters.

This project aims to support and develop approaches to improving disaster preparedness at the national and local levels, and will assist the Government of Kazakhstan in strengthening the capacity of government agencies as well as working out practical methods of involving the population in the natural disaster warning and response system.

The main priorities of the project are:

-        risk evaluation at the national and local level,

-        update the plan of response to emergency situations, as well as encourage informed and self-reliant communities that are equipped to play full roles in risk and disaster management, as well as

-        develop mechanisms to improve natural disaster preparedness and mitigation at the local and national levels.

Expected outcomes

  • Preparation of a national situation analysis, based on international standards, which provides comprehensive documentary and visual picture of the characteristics of Kazakhstan in terms of key risks and threats from natural disasters which threaten the country's stable development;
  • Development and approval of a comprehensive methodology for risk assessment of natural disasters, developed using international best practices and adapted to the conditions of Kazakhstan; as well as an improvement of the state system for collecting data and sharing information;
  • A comprehensive risk/threat assessment will be completed for the Almaty oblast, showing vulnerabilities and risk areas at the  oblast and regional levels for mudslides, avalanches, and landslides;
  • A situational analysis of the oblast will be completed which presents documented and visual characteristics of the Almaty oblast in the context of main risks and threats;
  • A risk assessment methodology will be approved for the Almaty oblast, on the example of landslide and mudslide risk assessments;
  • A risk profile will be created for the Almaty oblast and practical recommendations developed for managing risks;
